Won't this just encourage fly-tipping? Instead of helping the environment, I think that it will worsen it.

Ah, but this is a “green tax” designed to help the environment, so that’s all right.
Seriously though Robert, I wouldn’t mind so much if it were not for the fact that Yarmouth council is so picky about what it lets you recycle.
For instance, no shredded paper, or envelopes. No Tetra Pak cartons, even though it clearly states that such packaging can be recycled.
Our household, like countless others, recycles as much as we can, but we could do more if such items could be included.
The tax will come, even though Prudence assures us that “There are currently no plans to introduce this tax” (Operative word being “currently”)
No plans? Why run these so called “pilot” schemes then?

The whole issue could be turned around and you could get paid for you rubbish, by using rubbish as fuel to produce electricity and little need also for landfill sites........
The technology is there but refusal to use it is the stumbling block...... to the problem of waste disposal, changed for power gain.
Other countries have a system of electricity from waste ..... but as usual the UK watchs from the rear. Like the Maglev, waste to produce power it will never happen here.
On another level supermarkets could be forced to reduce packaging by 50% with ease and also that won`t happen either.....
Why...? because a revenue from waste collections from the public in the future will be lost, its a money earner to the government to have your bins full for extra payment to collect, which can be increased yearly once it is introduced.......
You can see it coming............

Ah, but if your neighbour (or any passerby) happens to deposit a load of heavy rubbish in your bin as it sits on the pavement awaiting collection, who pays then? A new angle on fly-tipping here, just dump your rubbish in someone else's bin and have it removed at no charge to yours truly.
(Unless of course 'they' are going to install CCTV cameras with biometric recognition systems in the wheelies).
Is it just me, or has Britain been transported to another planet recently?

I doubt it Nevermind. Only time will tell, but most likely it will be in addition to whatever we are paying at present.
I mean, this government hasn't exactly made a name for itself giving the British tax payer a break have they, so why would this latest wheeze be any different?
